Erwägungsgrund 4

As regards the application of the technical and the methodological requirements of cybersecurity risk-management measures set out in the Annex to this Regulation, in line with the principle of proportionality, due account should be taken of the divergent risk exposure of relevant entities, such as the criticality of the relevant entity, the risks to which it is exposed, the relevant entity’s size and structure as well as the likelihood of occurrence of incidents and their severity, including their societal and economic impact.
